Kate’s post (which doesn’t allow anonymous comments) is cute, but it’s pretty obvious that he defines “top quartile” as a teacher who increases student performance a certain way. In that context, he then uses the defined term by that definition, instead of as it’s literal, out-of-context definition.
It’s actually a pretty standard way to speak/write. Did anyone not understand exactly what he means? Let’s focus on actual education problems — of which there are plenty.
